[pubcookie-dev] re mods to keyserver

The mods I just checked in effect the changes we had discussed to
the keyserver:

 1) Presence of a host file in "keys" implies permission
    to get and set keys.

 2) Addition of a "permit" command


I appropriated the config file key "keyserver_client_list" to
be the list of clients that can make permission requests, e.g.
the web page client.
