[pubcookie-dev] adding install-mod_pubcookie.html

FYI, I'm going to copy the current install doc for
mod_pubcookie and re-add it as

   install-mod_pubcookie.html

Currently this doc has the version number in the
filename and that seems like a dumb idea now that
that number is changing to something else. The
generic filename is better.

This may be a good opportunity for someone to utter
an i-told-you-so.
