[pubcookie-dev] shifting apache2 effort

After talking some with Jeff Eaton (CMU) and Jim Fox
(Uwash) I think it makes sense to shift the Apache 2
effort to Jim.

This will allow Jeff to focus on what has become
a higher priority at CMU to improve pubcookie's
features and docs related to delegating multiple
kerberos service tickets.

Jeff, if you could post or checkin what you've got
for Apache 2, and perhaps describe generally where
you think the difficulties lie (e.g., making sure
libpubcookie works within Apache 2's thread model),
then Jim can pick up where you left off, more or
less.
