In Reddy 7.3 all goes well (configuring and making); in RedHat 9a, it stops 
with:
checking Apache version... configure: error: Apache version 1.3.x or 2.x is 
required!
i note it supposes to find AP_SERVER_MAJORVERSION defined into ap_release.h; 
but in redhat 9a the file /usr/include/httpd/ap_release.h does contain:

#define AP_SERVER_BASEPRODUCT "Apache"
#define AP_SERVER_BASEREVISION "2.0.40"
#define AP_SERVER_BASEVERSION AP_SERVER_BASEPRODUCT "/" AP_SERVER_BASEREVISION
#define AP_SERVER_VERSION  AP_SERVER_BASEVERSION
