Which problem reports/platforms is this intended to fix? Was it
the Fedora and new RHEL3 problem reports? Or also the Apache 1.3
apxs error with Oracle 9ir2's? Or both? I almost want to say it's
all of them, since they were similar.

Current cvs still works with my slightly older Apache 2 rpms for
RHEL3.
