[pubcookie-dev] cut 3.2.1 release tomorrow...

We're in agreement here to cut the 3.2.1 release tomorrow, which 
fits our schedules better than Friday.

The one remaining area of uncertainty with this release relates to 
Windows Installer and how to improve our msi package to perform 
seamless upgrades. Right now it looks like you need to uninstall 
3.1 before you can install the 3.2. We'll be looking into 
improving that process, but we won't let it hold up the release.
