[pubcookie-dev] Custom App Messages

We are working on implementing the custom app login messages and noticed 
that the app message isn't shown on conditions of failed auth, expired 
login cookie, etc. It doen't seem that this has to be the case.  We are 
working on removing the conditions that restrict it from being shown. 
Is this the desired functionality? Seeking feedback?
