Brief opinion on the message format: I think we need to look at 
the various reasons (time_t size among them) which would motivate 
us to change it to XML. I don't think we really want to reproduce 
in Pubcookie what Shibboleth has done with SAML, but something 
more lightweight perhaps, if there are good enough reasons. It's a 
planning activity we should have, focused on the continued role of 
Pubcookie and where we want to make forward-looking investments. 
Maybe UWisc would like to host the 2nd International Pubcookie 
Summit? Or is it time to try video conferencing again?

Right now, however, I'm focused on immediate issues for 3.3.0, and 
(back to the orginal topic) we're pretty much sold on the 
pbc_time_t concept if you want to take a stab at it.
