[pubcookie-users] n-tier authentication

Is it possible to implement n-tier authentication in Pubcookie?  I am currently building a uPortal channel and attempting
to access an administrative server protected by Pubcookie.  Assuming that I have already logged in, a meta-refresh is returned 
along with a granting cookie request which I pass on to the login server along with the pubcookie cookie.
The login server complains that it can decode the login cookie and requests authentication.  Is there a reason this approach
won't work?
