I don't know if this will help.
I had a issue similar to this one previously and I solved it (with some
help ofcourse-Thanks Maurizio) - by ensuring that the permissions set on
the SSL key/cert file were appropriate. Also you might want to check that
you've done all the checks required that are factors to this error.
Apache's documentation gives you some scenarios on what to check against,
i.e. permissions of the cgi.

I'm having trouble getting pubcookie up and running for the first time -
right now I'm just trying to get a barebones test login server set up, but
the index.cgi is generating a generic "Internal Server Error" on load. I
have followed everything in the login server install guide... it compiles
fine, I've installed the keyserver and it seems to be running. My config
file seems to have everything it should - the only thing I'm not sure about
is the ssl_ca_file/ssl_ca_path part... I'm not certain what these should be
set to.

I get the following in my ssl_error_log when the cgi crashes:

[error] [client 132.239.1.66] getpwuid: invalid userid -1
[error] exec of /var/www/htdocs/login/index.cgi failed
[[error] [client 132.239.1.66] Premature end of script headers:
/var/www/htdocs/login/index.cgi

This is with pubcookie 3beta3, apache 1.3.27. Any ideas what I might be
doing wrong?
