[pubcookie-users] Pubcookie on OSX.2.8 Server

The UW-only 1.77 version was never known to work on
Mac OS. Support was added to the newer 3.1 release.
Also, it'd probably help to upgrade to 10.3.4, if
possible.

Lets take the rest of this offline to discuss specifics
of using version 3.1 here at the UW. I'll reply again in
a minute.
