That seems to be the case on my RedHat EL3 box:

$ more /etc/redhat-release
Red Hat Enterprise Linux AS release 3 (Taroon Update 1)
$ more /etc/ld.so.conf
/usr/kerberos/lib
/usr/X11R6/lib
/usr/lib/qt-3.1/lib
/usr/local/lib
