Joshua,
The permissions on the shadow file wouldn't log this messages. FWIW, that
would log "flavor_basic: login failed for willey: unable to get entry from
/etc/shadow".
Your configure script flags look correct but somehow the message isn't
getting thru to build the shadow verifier. ENABLE_SHADOW should be set in
src/config.h by the configure script.
What version of pubcookie are you using?
