[pubcookie-users] Cannot start Apache with pubcookie module

Hi,

I am trying to load pubcookie module in Apache 2.1

Is this supposed to work ?

The problem I am facing is that Apache does not start but does not
complain anywhere :

neither to the console

neither in the error log
