Duncan,
You should be able to crank-up the Apache error logging ('LogLevel debug'
should do it). After an Apache restart and a request to tickle the problem
the Apache error log should hav tons of log spew, hopefully there will be a
smoking gun in there.
We don't hav any Suse around but pubcookie-3.2.0 and apache-1.3.33 is a very
common combination. Let us know what you find.
