[pubcookie-users] buld problems with 3.2 beta on HP-UX

Some 3.1 issues with building on HP-UX appear to be present in the 3.2
beta code base.  Namely, the definition of EX_CONFIG patched at
http://mailman1.u.washington.edu/pipermail/pubcookie-dev/2003-September/
000469.html is not in the beta release, and libpubcookie.c doesn't use
arpa/inet.h when available as per
http://asg.web.cmu.edu/archive/message.php?mailbox=archive.pubcookie-use
rs&searchterm=hpux&msg=861.  It looks like this is the case for both
these files at the head on cvs.
