[pubcookie-users] everything is setup right

So I finally got everything setup right for pubcookie

However I am getting this error in my error.log in apache once I put the 
pubcookie mod enabled in Apache 1.3

I am using Debian Woody, Apache 1.33, mod_pubcookie 3.2.0, PHP 5.0.4, 
mod_ssl 2.8.22, and OpenSSL 0.9.7c

Any ideas how I can fix this problem?
