[pubcookie-users] IIS 6 multiple hosts problem?

Hello,
I am trying to run multiple hosts on a Windows 2003 IIS 6 server (3.1.1 
ISAPI filter, the login server is version 3.2, running on Linux).  The 
initial ISAPI install for the first site works fine, and the site behaves 
properly.  After doing the keyclient command to get the symmetric key for 
the second site, I followed the recommendation on the Installation pages to 
store the individual site settings in a subkey under the PubcookieFilter 
key, and set that on the Pubcookie Server Values tab.  So far, I've gotten 
two results:  the original site continues to work, and the second site 
allows access without attempting to query the login server (that server 
admin has verified my application is not attempting to contact the server), 
or both sites just allow all traffic in with no attempt to authenticate.

I've verified all the correct settings are showing up in the registry under 
the appropriate subkeys, and that the WebVarLocation values are correct 
under the _PBC_Web_Instances under the PubcookieFilter key.

Does anyone have any thoughts or recommendations?  I feel like I'm missing 
something simple.  By the way, I've also tried just leaving everything 
under the PubcookieFilter key, and the first site works, and the second 
makes no attempt to authenticate.  I've rebuilt the test box several times 
and replicated the behavior.  Although, as I indicated before, it varies a 
little as to whether the primary site works or not.
