[pubcookie-users] Couldn't decode pre-session cookie

I've got the login server up and running have setup a test area on the
web server that works fine in both IE and Firefox. When I try to setup
an application server external to the login server I see some strange
behavior. 

With IE I get redirected to the login page, authenticate, and get
redirected back to the app server. However, images on that page that are
located in a subdir called gifs off of / do not display. I can manually
browse to that location and view the images. Afterwards, I can return to
the index page and the images will load.

With Firefox I get redirected to the login page, authenticate, and get
redirected back to the app server. However, I receive the following
message:

Please contact root at localhost

Error message: "Couldn't decode pre-session cookie"

Hitting Refresh will attempt to resubmit your request

Login server is an up-to-date RHEL 3.0 AS box running apache 2.0.46 from
RH rpm. It is running the pubcookie 3.2.1 beta code. We are using LDAP
to AD for our authentication. 

App server is an up-to-date RHEL 3.0 AS box running apache 2.0.46 from
RH rpm. It is running the pubcookie 3.2.1 beta code as well.

Why would it work fine in both IE and Firfox on the test area on the
login server and only work in IE on an external app server?

Anyone have any good documentation for configuring an IIS site using the
ISAPI filter? We were able to get the isapi filter installed and get
redirected to the login page, but after we authenticate and are
redirected back to the IIS box we get presented for our windows
credentials.
