[pubcookie-users] ISAPI filter not redirecting correctly

That's the redirect thru the extension that it's getting stuck on.

Have you poked around at the individual Web site properties? Does 
Home Directory > Configuration... under Application extensions 
define a .pubcookie3 extension for GET, HEAD, POST with "verify 
that file exists" unchecked?
