[pubcookie-users] Custom login message not displaying after a failed login attempt

No we don't have an option to turn it on or off, we just changed the logic
for ours.  We keep fairly up-to-date, I think our login server is 3.3.2b +
most of the changes that are in 3.3.2c.

There is a diff attached with what we did to get all of the messages
displayed when we want them displayed.  I hope it works.
