[pubcookie-users] Pubcookie 3 security_context: can't access krypt key file ...(try setting crypt_key)

Hi!
I've had an app running fine on a new MS2003 server w/ sp2. Recently
installed pubcookie to do the authentication, but can't seem to get it
to work.

The msi install went fine, no hangups. Created the pubcookie key. The
server key as well was put into the keys folder by the install.

Getting the following error message in the event viewer:

security_context: can't access crypt key file
C:\WINDOWS\system32\inetsrv\pubcookie\keys\localhost (try setting
crypt_key)



Sounds like a permissions issue, but I'm not sure how to correct it.



-Running a single Default website that points to a
directory other than wwwroot.


-ISAPI filter is up and running in "Web Sites" | ISAPI Filters with low
priority.
pubcookie dll filter is running - priority "unknown" - which I have no
option to change

-Sample webapp does not run correctly if AuthType is changed to UWNETID,
producing the dastardly: User Authentication Failed! Please contact
ntadmin at server message.


Also receiving this:
The server also then gets an
