DOQQ problem

We ordered about 150 CDs of digital orthophoto quarter quads from USGS in
geotiff format, but are stuck on getting them into a usable format. Each
CD has about 12 files on them, each file about 40MB. (Filenames, following
USGS naming convention, look something like "O4711905.nes", "4711905.nws",
etc.). After trying to pull them into ArcView and ArcInfo to no avail, I
opened one in WordPad and noticed that the file header and datafile are
actually joined in one big file. I thought I'd be able to strip out the
header information and save it separately, but WordPad chokes on a 40MB
file, and none of the other editors at my disposal can handle the size,
either. I'm running on NT...
My question is, does anyone have any ideas on how we can make these 1,793
quarter quads easily usable? Heck, even usable would be OK at this point.
EROS data center in Sioux Falls is apparently stumped, as well, and
doesn't know of anyone ordering these in geotiff format for use in ESRI
products.
