10 Meter DEM Projections

	I am trying to reproject the 10m DEM's from WAGDA into State plane Zone 5601
and there are problems with rotation and consequent loss of pixels as the (edge)
rows are truncated as they encounter the edge of the quad.
	This has been making tiling these impossible, because there are gaps and overs
at quad boundaries.  I don't want to try tiling until I solve this problem.  I'm
trying to figure out a way to get around this for Clallam GIS.	
	Any suggestions?
