How can I insert dwg file

Dear all,

How can I insert .dwg file (road construction project drawing) into the
street network file?  I do know that this drawing is created from the
photogrametry file but I have no idea about the other information.  The
person who create this file told me that there are some reference points in
it but I can not find on.  Anyone call help me?
