dissolve

I am having a problem with the dissolve command.  I have a polygon
coverage that has an attribute field: zonecode.  There are 2 possible
values of zonecode for all of the polygons: C1 or C2.  When I use the
dissolve command, using zonecode as the dissolve item, all of the C2
polygons are deleted from the coverage and the C1 polygons are dissolved.  

If dissolve was working correctly, it would dissolve both C1 and C2
polygons together (respectively).  I have tried cleaning my coverage
before I use dissolve and this makes no difference.  Does anyone know how
to solve this problem and why this is occuring?
