Road layer

    Try to get to a machine that has more memory.  It is likely that the import71
isn't able to handle the large size of the coverage (it likely is *very*
large--around a 100mb *.e00 file).  Import71 doesn't know how to allocate memory
very well.
    A good machine to use is either one of the 2 machines in the corner in 411 that
runs win2000.  They have 256mb of memory and I've imported there without problems.
