The cell doesn't seem to recognize that it was split by the road. When I do
a return-area it gives me the original cell size. I think the problem is in
the fact you can clip roads (arcs) with cells (polygons) but not vice
versa. I intersected the roads with the polygon/cells - maybe should have
unioned - some way to have a new polygon shapefile with roads and not a new
road or line file with polygons.
