Maybe someone else has had this happen and will magically provide the 
answer.

I'm thinking that since you can run Catalog and Workstation this is not a 
licensing issue at all, but more likely a Windows "feature" that doesn't 
allow you to run ArcMap.  If this were a licensing issue then none of the 
other apps would run.

So ... my suggestions are:

1. worst case scenario, most likely to work
   back up your machine, reinstall windows
2. best case scenario, less likely to work
   change registry, things work.

If you change the registry you do risk making your machine non-functional 
in the worst case, that is, no login.  So usually people recommend backing 
up anyway before attempting registry edits.  Thus in the interests of 
time, which you could spend a lot of monkeyking with the registry, my 
inclination is to perform the semiannual reinstallation of Windows. 
Alternately, I suggest searching through the registry for ArcMap and see 
if anything looks funny (though I'll admit the registry itself looks 
funny), and changing the registry keys.
