You should probably make sure that the two following entries are in your 
workers2.properties file (in tomcat's conf folder):
[uri:/esriadmin/*]
info=Esri's Web Administration interface.
context=/esriadmin

[uri:/servlet/*]
info=Map servlets to Tomcat
context=/servlet

You might also want to ensure that the 'invoker' servlet is enabled if 
you're still having trouble.  You can
enable it by uncommenting it in your web.xml file.

Anyways, installing ESRI's java programs is painful to say the least, it 
should really just be distributed as a .war file, oh well.
