[UW-GIS-L] Lines creation

Hi list:

I am working in creating a traffic volumes and roads coverage in ArcGIS.

The table I have have the following attributes

      INODE JNODE XI YI XJ YJ PRVEH TRUCK 


 I anode (node point a) 
 Xi X(a),Yi Y(a) (Coordinates for point A)     

J bnode (node point b)
.------------.
 xJ X(b), yJ Y(b) (Coordinates for point B)

 Pveh Person Vehicles- Personal Vehicles for that line segment between points A and B

 Truck trucks - Truck values for that line segment between points A and B

The cordinates are in NAD_1983 Washington North in feet.

Is there a tool to convert this table into a coverage for roads, or to create lines from the points coordinates in the table.
The format of the table is a .dbf or dbIV.
