Tracking Analyst can be purchased through the statewide license. The
following email is probably still valid:

I work for the Biology Department's Center for Conservation Biology. We have
some data that was collected in NE Alberta during mining operations and are
trying to analyze the data temporally to determine the stress effects of the
mining on local wildlife populations. It appears that Tracking Analyst would
allow me to do this in ArcGIS, there is also a second party application
titled "Temporal Analyst". I spoke with the map department and Tracking
Analyst is not included in our site license. Do you recommend using Tracking
Analyst? If so, what is the most cost effective method of obtaining it?
Thank you,
Heath Smith
