[UW-GIS-L] ArcGIS9.3 (UNCLASSIFIED)

I recently installed ArcGIS 9.3 on my computer.  Now when I start it  I
receive the following error message.
- VBA initialization failed.  One or more OLBs may be missing or
unregistered, or Microsoft internet explorer version 5.0 of later 
may not be installed -
What is VBA initialization?  What is an OLB, and how does on find out the
version if IE on a computer?
 I tried to close the error message.  I found after 4 times another message
popped up.  This message stated
- Could not open template: C:\  Documents and
Settings\Administrator\Application Data\ESRI\ArcMAP\Templates\Normal.mxt.  -

I did a search for this file and it was where it is supposed to be.   Any I
deas?
