[UW-GIS-L] slow response from ESRI license servers

Several users have recently had very slow responses from the UW ESRI
license servers (i.e., waiting several minutes for ArcGIS to start after
clicking the shortcut to one of the executables). If this has been
happening to you, note a few issues:
1. using the ARCGIS_LICENSE_FILE environment variable has apparently
caused long wait times. You should remove this environment variable if
it is set.
2. the Desktop Administrator at ArcGIS 9.3 allows you to enter multiple
license servers, but only if all these servers are up at the time you
enter the list of multiple servers. You should change this value to Not_set.
