[UW-GIS-L] dongle-less license installation

I got it to work flawlessly on a few 9.3 installations, but it required
getting the newer version of the license server that will handle MAC
address rather than sentinel key. On the machine I'm sitting at right
now, which uses the keyless server there's no such file as what you had.
