[UW-GIS-L] no license for analyst tools

I installed arcgis 9.3, the complete version, then upgraded to 9.3.1. When I try to use 3D analyst tools, geostatistical analyst tools, schematics tools or spatial analyst tools, I get an error message saying tool not licensed. Am I supposed to have the license to run those tools? Did I do something wrong installing the system? I think I installed the full version, not the 'standard' installation.
