Chris, 
I have no choice about the dataset. It is not basemap data that can be 
substituted.

For now, I have georeferenced the raster to the other layers and made a decent 
looking map. I have time to try other ideas that you'all throw my way.

Are you required to use the netCDF raster or are you free to use another file in 
its place to serve the same purpose?  If it’s an orthophoto, there are several 
portals that might offer you free backdrop imagery of high-quality like the USGS 
Seamless data server.  Probably the easiest route is to stream Bing maps 
directly into your ArcGIS project though.  Just add in the layer from ArcGIS 
online.  I have experienced excellent results and performance draping data 
having a NAD 83, WA State Plane spatial reference over native Bing Maps imagery 
that is in the WGS84, Mercator Auxiliary Sphere system.  If you can’t substitute 
another raster for the netCDF one I would echo Lisa’s suggestion though.  Good

Since this is a time-sensitive project, have you considered re-projecting the 
other features in your map to match the raster dataset?  If the layers still do 
not match up that may point to an underlying problem with the datasets, which 
you should explain in your map sample.
