Sorry for the false start.
I just checked my sent mail and it appears that technology got the best of
me.
I thought I had sent the address as a PS to the below previous E-mail.
Here are both E-mail and PS together with attached application and release
forms.

We need at least! $3000
That means a least 200 MORE people need to help with their $15 to make that
$3000 goal. Washington has over 1000 licensed racers. This seem like an
achievable goal.

To all concerned,
On February 25, 1998, the Washington Administrative Code was changed and
put into law making bicycle racing a legal activity on the roadways. This
is a great success for competitive cycling.
Guidelines were produced that address the legal conditions under which
bicycling racing may take place.
The main focus and concern of the guidelines was safety, and it means that
we have to change part of the way we put on races. We are now required by
law to use road and vehicle signs that identify a bicycle race on the
roadways.
I asked all of you to help the WSBA get these necessary signs by sending in
$15, more would be better. So far the response has been moderate.
For all of you who have already sent in their moneys and particularly those
of you who donated more, thanks and extra thanks for you timely response,
concern, and help.
For the rest of you who haven't responded yet, we are still way short of
enough money to get all of the necessary signs and need your help.
Races start this weekend and if we don't meet the legal requirements races
can be canceled without notice.
The issues here are safety, mostly your safety because when a car and
bicycle collide the bicycle looses. Please respond as soon as possible so
no races are canceled this season.
These issues are real and have consequences and I really don't want to see
any races or cyclist put in jeopardy, please help.
