[uwtech-svn-announce] Change to svn install on UW Technology managed Linux hosts

This should hopefully be an inconsequential change but i wanted to  
give folks a heads-up just in case issues arise next week.

Tuesday night (4/14) svn binaries in /usr/bin/ will be removed from UW  
Technology managed Linux 5 hosts.  This leaves the binaries in /usr/ 
local/bin.

The /usr/bin svn binaries use a mix of old svn programs that came with  
the O/S and the newer libraries; this works part of the time but not  
all the time.  Removing the old versions will make the installations  
cleaner and remove the risk that the older binary is used.
