Frequently Asked Questions About Senate Internet Services

Question: When I link to Senators with Constituent E-Mail
Addresses, the list is missing. What is wrong?

Answer: Several users have reported problems seeing the list.
Certain web browsers are unable to present the list. Use the text
version of the list if your web browser is unable to present the
     hypertext version.

Question: Why does my Senator not have an e-mail address?

Answer: Use of Internet services is a decision made by each
individual member of the Senate. You should direct any questions
about communication with your Senators or other Senate offices to
the specific office(s) in question. You can direct correspondence to
your Senator or to other U.S. Senate offices at the following
     address:

     For Member inquiries:

     Office of Senator (Name)
     United States Senate
     Washington, D.C. 20510

     For Committee inquiries:

     (Name of Committee)
     United States Senate
     Washington, D.C. 20510

Alternatively, you may phone the United States Capitol switchboard
at (202) 224-3121. A switchboard operator will connect you directly
with the Senate office you wish to speak with.

Question: Does your service offer information about pending
legislation, Senate schedules, or other "general" information about
     the United States Senate?

Answer: The Senate Home Page is used to present general information
from U.S. Senate offices and does not offer full-text or abstract
information about legislation at this time. However, extensive
information about Senate and House legislative activities is
available through the Library of Congress' THOMAS service at
     http://thomas.loc.gov.

Extensive information about federal legislation is available to
Internet users from several sources. Online access to the Federal
Register, the Congressional Record and Index, and the Congressional
Bills database is available through the Government Printing
Office (GPO) as mandated by the GPO Electronic Information Access
Enhancement Act of 1993. Information about how to subscribe to the
Congressional Bills, Record, or Register databases is available by
calling GPO at 202-512-1530 or by fax at 202-512-1262. Information
is also available by sending Internet e-mail to
     help at eids05.eids.gpo.gov.

The Library of Congress Information System (LOCIS) service contains
summaries, abstracts, chronologies, and status information about
legislation (bills and resolutions) introduced in the U.S. Senate
and House of Representatives since 1973. Information about the
current Congress is updated within 48 hours of activity. Direct
telnet access is also available to this service at
telnet://locis.loc.gov. Please note, your web browser may not
     support telnet access.

Question: Where can I direct questions or comments about the U.S.
     Senate's Internet services?

Answer: The answer to this question varies depending on the nature
of your comment or inquiry. If you wish to inquire about or comment
on a specific Senate office's participation in this service -- for
example, if you have questions about a press release posted on this
service or want more information about a legislative summary -- you
must direct your inquiry to the specific Senate office in question.
Such inquiries can be directed using the procedures outlined
elsewhere for writing or calling a Senate office. Electronic mail
messages will NOT be forwarded to any individual Senate offices by
the administrators of this service. Please do not send comments or
questions regarding an individual office or its information postings
to the administrators of this service.

If you have a general question about the Senate's web service or
wish to relay a comment or suggestion about these services, you can
send this via Internet e-mail to:

     webmaster at scc.senate.gov

Any messages sent to this address requiring follow-up or interaction
with another Senate office will not be processed or forwarded; such
inquiries must be directed to the Senate office or offices in
question following the procedures described elsewhere in this FAQ
     listing.

Question: Who provides the Senate's web service?

Answer: The U.S. Senate's web server is a joint service of the
Senate Committee on Rules and Administration, the Office of the
Senate Sergeant at Arms, and the Office of the Secretary of the
Senate. All Senate member and standing/select/special/other
committee offices are authorized to place files on these servers at
     their discretion.

Question: Are there any guidelines or restrictions regarding Senate
     offices' use of this server?

Answer: All Senate offices' use of the U.S. Senate's web server is
governed by policies established by the Senate Committee on Rules
and Administration. Included in these guidelines are provisions
prohibiting Senators from posting most information files during a
sixty-day period preceding an election primary in which the Senator
is a candidate, as well as during a sixty-day period before every
biennial general federal election, regardless whether the Senator is
a candidate. This restriction is in keeping with existing Senate
policies regarding Senators' use of other outreach services provided
     by the Senate.

           UNITED STATES HOUSE OF REPRESENTATIVES
              CONSTITUENT ELECTRONIC MAIL SYSTEM

We welcome your inquiry to the House of Representatives
Constituent Electronic Mail System, a program designed to give
constituents electronic access to their elected representatives. The
nature and character of the incoming electronic mail has demonstrated
that this capability will be an invaluable source of information on
constituent opinion. We are now in the process of expanding the
project to include other Members of Congress, as technical, budgetary
and staffing constraints allow.

            * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

Because this program is intended to provide an addi-
tional vehicle for Members to communicate with their
constituents, it is critical that you include your name and
address in your mail message, preferably at the top of the
message. Most Congressional offices have adequate staff
resources to respond only to their constituents and
your inclusion of your full name and mailing address will
insure that your Member can identify your residence
within his or her Congressional District.

            * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

Many offices are using an automatic response to all in-coming
messages, so you can expect to receive a message back from most of the
addresses to which you send a message.

A number of House committees and leadership offices have also
been assigned public electronic mailboxes. The names and electronic
mailbox addresses of these offices are listed below after the
information about participating Representatives.

The Document Room of the U.S. House of Representatives has
also been assigned an electronic public mailbox. The name and
electronic mailbox address of the House Document Room is listed
below after the information about participating committees.
The House Document room distributes House Bills, Resolutions,
Reports, Documents, and Public Laws for the 104th Congress. House
Reports, Documents, and Public Laws for the 103rd Congress are also
maintained. The public can obtain 2 copies of up to 12 different
House documents per day. Customers should include their telephone
number with their mailing address. All document orders will be
filled and mailed the same day they are received. For more
detailed information or questions, call the Document Room at
(202) 225-3456, Monday through Friday, 9 a.m. to 6 p.m.

Please review the list of participating Representatives below,
and if the Congressional District in which you reside is listed, follow
the instructions to begin communicating by electronic mail with
your Representative. If your Representative is not yet on-line, please
be patient.

U.S. REPRESENTATIVES PARTICIPATING IN THE CONSTITUENT
                       ELECTRONIC MAIL SYSTEM.

                    INSTRUCTIONS FOR CONSTITUENTS

The list above includes the electronic mail addresses of Members
who are participating in the program. The primary goal of this program
is to allow Members to better serve their CONSTITUENTS. In addition,
constituents who communicate with their Representative by electronic
mail should be aware that Members will sometimes respond to their
messages by way of the U.S. Postal Service. This method of reply
will help to insure confidentiality, a concern that is of utmost
importance to the House of Representatives.

COMMENTS AND SUGGESTIONS

You can send comments about our service to the Constituent
Electronic Mail System Comment mailbox, at

        COMMENTS at HR.HOUSE.GOV

We will make every effort to integrate suggestions into
forthcoming updates of our system. Please note, that the intended
purpose of this mailbox is to support public inquiry about the
House Constituent Electronic Mail System. Messages intended for
Members of Congress should be sent directly to the appropriate
Member of Congress at their electronic mail or postal address.

UPDATES AND ADDITIONAL INFORMATION

From time to time, you may want to send another e-mail message
to CONGRESS at HR.HOUSE.GOV to see the most recent version of the list of
Members and Committees using Constituent Electronic Mail. The
information is also available on the U.S. House of Representatives'
Gopher server at

        GOPHER.HOUSE.GOV

from the main menu by selecting House Email Addresses. The information
is also available on the U.S. House of Representative's World Wide Web
server at

To learn more about information available electronically from the
House, send an e-mail message to

        HOUSEHLP at HR.HOUSE.GOV

Thank you again for contacting the House of Representatives'
Constituent Electronic Mail System. We are excited about the
possibilities that e-mail has to offer, and will be working hard to
bring more Members on-line and to expand our services.
