ASL as "foreign language"

Thanks for the note on support for ASL in Virginia.

In the Washington State legislature, SB6432 introduced by Senator Fraser 
would require individualized education programs for deaf, deaf-blind and 
hard of hearing children to fully consider the communication needs of 
individual children.

Hard to imagine this is not already being done!
