Airlines/Wheelchair Batteries

I spoke to a representative from a wheelchair manufacturer recently who told
me that there is an organization called 'Access to the Skies' that is made
up of airline companies and airplane manufacturers. This group meets to work
on issues of wheelchair accessibility on planes. He also said that the FAA
has a published list of wheelchair batteries that are acceptable on flights.
I made a brief attempt on Friday to track down some information on 'Access
to the Skies' at Boeing, without any luck. But I will pursue this next week.
Does anyone out there know about this organization?
