Employment of People with Disabilities about a financial aid
program to support graduate study by students with disabilities
in the area of public policy or public

TIME SENSITIVE MATERIAL
The President's Committee on Employment of People with
Disabilities is pleased to announce the ELA Foundation fellowship
for graduate students with disabilities. This fellowship is to
encourage and support graduate students in their career
development in public policy and public information related to
disability.

The first fellowship will be awarded this October. If you are
aware of a graduate student with disabilities who meets the
criteria for this award, please give that individual a copy of
the attached fellowship. Applications must be received at our
office by the COB on September 18,1996.



ELA FOUNDATION FELLOWSHIP 1996___________________________________

The ELA Foundation is committed to expanding opportunities for
graduate students with disabilities, developing leadership in the
disability community, positively influencing public opinion about
people with disabilities, and advancing creative thought in
disability related policy. For this purpose, the ELA Foundation
has joined with the President's Committee on Employment of People
with Disabilities to make this fellowship available to graduate
students with disabilities in order to encourage and support
their pursuit of careers in public policy and public information
related to disability.

PURPOSE: The purpose of this competition is to provide
supplemental financial assistance to graduate students with
disabilities who are enrolled in a graduate program in an
accredited college or university in the United States and are
studying, researching and writing on disability policy.

FELLOWSHIP AWARD: The ELA Foundation will award one $2000
fellowship. The fellowship will be awarded in October 1996. Only
the winner will be notified. The fellowship money is contingent
upon the winner's acceptance to, or continuation in, an
accredited college or university graduate program and will be
made payable to the education institution for tuition, fees and
other education related costs.








ELIGIBILITY: Any college or university graduate student who has a
disability and is a United States citizen is eligible. The
Americans with Disabilities Act defines an "individual with a
disability" as a person who has a physical or mental impairment
that substantially limits one or more major life activities, has
a record of such an impairment, or is regarded as having such an
impairment.

APPLICATION PROCEDURE:
     Applicants must submit:

1.   Documentation/verification of disability (e.g., letter
from Vocational Rehabilitation, Veterans Administration,
physician, or school psychologist.);

2.   A letter of recommendation from a current teacher/
faculty member/counselor, regarding scholastic
aptitude and personal qualifications;

3.   An unofficial copy of college/university transcripts; and


4.   An essay in 1000 words or less, typewritten, double-spaced
on

        How My Winning This Fellowship Will Help Advance
Public Policy and/or Public Information.


JUDGING CRITERIA: The essay topic can earn a possible 30 points
and will be judged on the basis of rationale, grammar and
comprehension. Transcripts and letters of recommendation will
carry a possible additional 70 points.  Judging is conducted by
an independent panel and coordinated by the President's Committee
on Employment of People with Disabilities. The decisions of the
judges are final. Finalists may be interviewed before selections
are made.

DEADLINE FOR APPLICATION: The applications and all accompanying
documents must be received at the President's Committee office by
4:30 p.m. Eastern Daylight Time, SEPTEMBER 18,1996. FAXES WILL
NOT BE ACCEPTED and applications received after this date,
regardless of postmark, will be disqualified.

PREPARING APPLICATION PACKAGE: The original application form,
supporting documentation materials and essay MUST NOT exceed 15
pages and MUST be stapled in the upper left hand corner. Five
photocopied and stapled sets of the original application
materials MUST be included and all mailed in a single flat (DO
NOT FOLD) envelope. Any other attachments will be discarded. All
application documents become the property of the President's
Committee.
