"The Federal Telecommunications Act of 1996 specifically addresses
universal service issues for schools and libraries and requires services
to be provided at a discount rate.  The FCC and a Federal/State Joint
Board, of which Sharon Nelson, Chairman of the Washington Utilities and
Transportation Commission is a member, are considering rules to implement
the universal service provisions of the new law. States will have a major
role in implementing these new rules."

The WUTC has scheduled two public meetings for people to provide comments.
