Beth,
Given that your target population is people with developmental
disabilities, it would be important for me to know what level of
cognitive skills you are talking about. Are you hoping to teach people
to read (and at what level) or are you looking more towards teaching
survival skills. Many literacy programs, whether or not they require
verbal skills, do require a certain level of cognitive skills. I think
if you could talk a bit more about who you are working with and what
your literacy goals are, then, members of this list could give you
better recommendations. I know I could.
