Perhaps the person who would like to garden may have already considered this, but we know a wheel-chair bound young lady who gardens by means of raised beds. The beds are built up with cinder blocks to her sitting hip height and allow her to reach in without having to bend. She does have to twist at the waist, but since her condition leaves her susceptible to scoliosis, this is beneficial for her.
Another thought would be to use gardening tools intended for hanging plants. They would allow reaching without stooping.
Just a couple ideas,
